My 5-year-old daughter inspired R.O.C.O's purpose. After realizing that not all children have a moment as she was saying :Thank -you Mommy, I love you" to all the b-day decorations for her 5TH B-day Party.

A Child's birthday and entry to adulthood is one of a child important life's event that not all have a chance to be honored in Foster Care. God's children are to be celebrated no matter the circumstances.
